 Given a set of Destinations/Customer regions, and
  a set of candidate Origins/sources of supply,
  which (single) Origin/Source should supply each Destination?
    Further, we want a robust solution so that if
  one of the of the Origins becomes unavailable,
  we can still reassign Destinations to other available Origins
  at low cost;
